Steve Bannon has revealed that Donald Trump's team has developed a concrete plan to keep the president in the White House beyond the 2028 election. Trump's former chief strategist told The Economist that strategies are in place to circumvent constitutional term limits.

"At the appropriate time we'll lay out what the plan is, but there's a plan and President Trump will be the president in '28," Bannon said. When pressed about constitutional law, he insisted there were "many different alternatives" around the restrictions.

Bannon expressed certainty that Trump would secure a third term regardless of Democratic opposition. "He's gonna get a third term. Trump is gonna be president in '28, and people just sort of [need to] get accommodated with that," he stated.

Divine providence claims

The former White House strategist went further, describing Trump as "a vehicle of divine providence" and "an instrument of divine will". Ruth Ben-Ghiat, an expert on authoritarianism, warns this language mirrors classic authoritarian propaganda that presents leaders as divinely sanctioned.

"He's not perfect. He's not churchy, not particularly religious, but he's an instrument of divine will," Bannon said. He claimed Trump would need "at least one more term" and predicted easier victory chances in 2028 than in previous elections.

Bannon believes the 2028 campaign will face better odds than both 2016 and 2024. "We had longer odds in '16 and longer odds in '24 than we've got in '28. We have to finish what we started," he explained.

Constitutional barriers

The 22nd Amendment explicitly prohibits presidents from being elected more than twice. The amendment was ratified in 1951 after Franklin D Roosevelt won four consecutive terms.

Any constitutional amendment would require two-thirds backing from both houses of Congress and approval from three-quarters of all states. Trump would be 82 years old in 2028 and 86 at the end of a potential third term.

Representative Andy Ogles has introduced legislation to modify the 22nd Amendment's restrictions. Trump has also shown interest in a third term, asking House Republicans last month: "Am I allowed to run again?"

DHS personnel changes

Concerns have emerged about personnel changes at the Department of Homeland Security. Trump loyalists Kurt Olsen and Marci McCarthy have been hired despite promoting debunked 2020 election fraud claims.

Olsen worked with Mike Lindell to promote claims that the 2020 election was stolen. McCarthy spread incorrect claims about voting machines in Georgia as chairwoman of the DeKalb County Republican Party.

Heather Honey, DHS's election integrity point person, has spoken about potential emergency powers to override state election officials. "We have some additional powers that don't exist right now and therefore, we can take these other steps without Congress," she said in March.

Previous strategic hints

The Cybersecurity and Infrastructure Security Agency has reassigned or placed on leave all its election experts since Trump took office. A DHS spokesperson defended the changes as returning the agency to its "statutory mission".

Bannon first suggested plans for Trump to remain until 2032 in a March interview. "We're working on it. I think we'll have a couple of alternatives," he told NewsNation, adding that his team had been developing the strategy "for many years".

The former strategist remained cryptic about specific methods but hinted at legal challenges. "We'll see what the definition of term limit is," he said, emphasising his team's belief in democratic processes rather than revolutionary tactics.
